Born in Bethesda, Maryland, in 1972, Roy has a background in law, having graduated from the University of Virginia and the University of Texas-Austin. Two days later, on April 7, 2025, Roy commented on former President Trump's leadership on Twitter. He stated, "President Trump’s leadership – and risk-taking – requires the same from Republicans in Congress, not more of the same selfish vote-buying, big-spending pork that got us into this debt crisis,”.

Later the same day, Roy expressed his views on Second Amendment rights, suggesting that the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) should focus efforts elsewhere. He wrote, "GREAT news for the Second Amendment. The ATF should be focusing on ACTUAL gun criminals, not law-abiding gun owners."
