Governor Greg Abbott announced the appointment of Elisa Chan, James Brian Eby, and Corey Rose to the Texas State Board of Examiners of Professional Counselors. The terms for these appointments will expire on February 1, 2031. This board manages licensing, examinations, and rulemaking for professional counseling in the state.
Elisa Chan of San Antonio holds the role of president and co-founder at Unintech Consulting Engineers, Inc. Her background includes service as District Nine council member on the San Antonio City Council from 2009 to 2013. She participates in organizations such as the American Council of Engineering Companies and the San Antonio Mobility Coalition. Chan holds a Bachelor of Science in Computer Software Engineering from Beijing University of Technology and a Master of Science in Computer Science from UT San Antonio.
James Brian Eby from Wichita Falls serves as an instructor for Entrust in Eastern Europe and Ecuador and is an adjunct faculty member at the Evangelical Seminary of India. He possesses licenses in Counseling, Marriage and Family Therapy, and Social Work. Eby is involved with several organizations, including the National Board of Certified Counselors, YoungLife, and the Texas Association of Community Centers. He also chairs the board for the Helen Farabee Centers and previously served on the Advisory Committee to the Texas Department of Criminal Justice for Offenders with Medical and Mental Impairments. His educational background includes a Bachelor of Science from Texas A&M University, a Master of Arts in Biblical Counseling from Grace Theological Seminary, and a Master of Arts in Biblical Studies from Dallas Theological Seminary.
Corey Rose from Austin is the vice president of Global Investment & Innovation for Opportunity Austin. His career spans public service focused on international affairs and economic development. Rose also engages with the International Committee Board for the Texas Association of Business and the Ambassador Council for the Austin Technology Council. Additionally, he mentors students through the Global Mentorship Program at UT Austin. Rose earned a Bachelor of Arts in Government from UT Austin and a Master of Business Administration from UT Dallas.
These appointments await confirmation by the Senate.
