Cornyn and Sheehy introduce bill to redefine firearm silencers

U.S. Senators John Cornyn of Texas and Tim Sheehy of Montana have introduced the Protecting Americans Right to Silence (PARTS) Act. This legislation aims to update the definition of a "silencer" to ensure that gun owners can exercise their Second Amendment rights without the risk of criminal charges.

Senator Cornyn stated, "No law-abiding American should have their Second Amendment rights violated because of outdated language or bureaucratic red tape." He described the bill as a commonsense measure intended to modernize the definition of a firearm silencer.

The bill is co-sponsored by Senators Steve Daines, Mike Lee, Bill Cassidy, Pete Ricketts, Ted Budd, and Jim Justice.

Currently, under the Gun Control Act, each component of a silencer could be classified as a silencer itself. The PARTS Act seeks to redefine "silencer" to focus on complete devices and one principal component similar to a firearm's frame or receiver. It would also streamline the purchase process for consumable silencer parts like wipes without requiring additional paperwork from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

The bill has garnered support from several organizations including Silencer Shop, American Suppressor Association, National Rifle Association (NRA), National Shooting Sports Foundation (NSSF), Congressional Sportsmen’s Caucus, and Firearms Regulatory Accountability Coalition.
