Governor Greg Abbott has reappointed Benjamin Barkley as Chief Executive and Public Counsel of the Office of Public Utility Counsel (OPUC). Barkley's term is set to expire on February 1, 2027. The OPUC represents residential and small commercial consumers in Texas across various utility industries, including electric, telecommunications, water, and wastewater. As Public Counsel, Barkley will oversee OPUC's operations and lead consumer representation in utility matters at both state and federal levels.
Benjamin Barkley, based in Austin, currently holds the position of Chief Executive and Public Counsel at OPUC. His previous roles include assistant general counsel for the Office of the Governor (OOG), policy advisor for the OOG, senior policy advisor, general counsel, committee clerk to a Texas State Senator, and assistant district attorney for Fort Bend County District Attorney’s Office. He is a member of the State Bar of Texas. Barkley earned his Bachelor of Arts in Political Science and Honor Studies from The University of Texas at San Antonio and his Juris Doctor from Boston College Law School.
The appointment awaits Senate confirmation.
