U.S. Senator Ted Cruz from Texas has introduced the Make American Flags in America Act of 2025. The proposed legislation aims to address gaps in current laws that are intended to ensure American flags displayed on federal property or procured by federal agencies are made entirely in the United States using American materials.
Senator Cruz stated, "There is bipartisan agreement that American flags should be produced in America using American materials, but loopholes in existing laws still allow Chinese manufacturers to sell flags, including through fraudulently-branded websites. This bill would close those loopholes. Congress should take it up and expeditiously pass it."
The bill is supported by Senators Thom Tillis of North Carolina and Rick Scott of Florida.
In 2024, Congress passed the All-American Flag Act, signed into law by the President, which prevents agencies from spending funds on U.S. flags unless they are manufactured domestically with U.S.-sourced materials. However, loopholes have permitted Chinese companies to sell these flags online under false pretenses as being made in America. The new act seeks to eliminate an acquisition threshold and mandates a report from the Federal Trade Commission assessing enforcement.
