Texas DPS raises reward for tips on 1990 murder cold case

The Texas Department of Public Safety (DPS) is actively seeking information regarding a 1990 murder case. The reward for information leading to the arrest of those responsible has been increased to $6,000, provided the tip is received before the next featured Texas Rangers cold case is announced.

On September 6, 1990, a woman named Foster, aged 29, was reported missing from Abilene, Texas. She was last seen at a truck stop in Cisco, Texas, trying to get a ride to Los Angeles, California. Two days later, her body was discovered by fishermen near a drainage canal on FM 365 close to Port Arthur in rural Jefferson County. Her remains were wrapped in heavy canvas tarpaulin and she was wearing a shirt and pink sweatpants but no shoes.

This initiative is funded by the Governor’s Public Safety Office through Texas Crime Stoppers. They offer cash rewards for information that leads to arrests related to any Texas Rangers cold case listed on their website. This platform provides details on more than 140 cases with the aim of sparking public interest in unsolved or cold cases.

To qualify for the cash rewards in this particular case, individuals must provide information using one of three specified methods.

As part of its public awareness efforts, DPS features one case from the Texas Ranger Unsolved Crimes Investigation (Cold Case) Program every two months. This approach aims to generate new investigative leads and draw attention to these unresolved cases. For featured cases like this one involving Foster's murder, Texas Crime Stoppers increases rewards up to $6,000 in hopes of encouraging additional tips. However, this higher reward amount will only be paid if tips are submitted before another cold case is featured.
