During a Senate Foreign Relations Committee hearing, U.S. Senator John Cornyn engaged with Secretary of State nominee Marco Rubio regarding two key issues: the U.S.-Mexico Water Treaty and outbound investment transparency. Cornyn expressed confidence in Rubio's leadership potential at the State Department.

Addressing the water treaty between the United States and Mexico, established in 1944, Cornyn highlighted ongoing challenges with Mexico's compliance. He emphasized the treaty's importance to agriculture in regions like the Rio Grande Valley. "I would just like to get your commitment to work with us to try to just simply get Mexico to live up to its requirements under the treaty," Cornyn stated, suggesting leveraging diplomatic pressure if necessary.

Rubio agreed on the significance of the issue, acknowledging its broader implications for Texas and the United States.

The discussion also covered legislation passed by the Senate concerning reporting requirements for American companies investing in China. Cornyn expressed concerns about investments that could undermine U.S. national security, particularly those involving dual-purpose technology. "Do you share that concern?" he asked Rubio.

Rubio affirmed his agreement, noting that not all sectors pose equal threats but stressed the need for transparency regarding American investments potentially funding activities against U.S. interests.
