Governor Greg Abbott has announced the reappointment of Dick Eastland and Jeanne Stacy, along with the appointment of Jonathan Letz and Weir Labatt, to the Upper Guadalupe River Authority. Their terms are set to expire on February 1, 2029. The authority is tasked with managing the control, storage, preservation, and distribution of water from the Upper Guadalupe River and its tributaries.
Dick Eastland from Hunt serves as president of Camp Mystic Incorporated. He is actively involved in several organizations including the Camping Association for Mutual Progress and Kerrville Rotary Club. His past roles include serving on the Hunt Independent School District Board and coaching youth sports in West Kerr County. Eastland holds a Bachelor of Science in Business Management from The University of Texas at Austin.
Jeanne Stacy, based in Ingram, directs Camp Waldemar in Hunt. Her professional affiliations include membership in the American Camp Association and Society for Human Resource Management. She has also served as president of the Camping Association for Mutual Progress. Stacy earned her bachelor's degree from Brown University.
Jonathan Letz hails from Comfort and owns Cherry Creek Ranch, The Garden Haus, and Southwest Turf and Irrigation. He leads as president of Texas Wildlife Association and holds positions as director at Grace Christian Academy and vice president at Kerr Economic Development Corporation. Letz obtained his degrees in Business Administration and Petroleum Land Management from UT Austin.
Weir Labatt resides in Kerrville and is retired from Labatt Company. He served honorably in the United States Army before completing his Bachelor of Business Administration at UT Austin.
The appointments require confirmation by the Senate.
