U.S. Senators John Cornyn, James Lankford, and Mark Kelly have introduced the Border Enforcement, Security, and Trade (BEST) Facilitation Act aimed at bolstering border law enforcement efforts. The legislation seeks to enhance the ability of Customs and Border Protection (CBP) officers to detect illegal drugs, firearms, and human smuggling at the southern border.
Senator Cornyn emphasized the need for improved border security measures in light of ongoing challenges. "Texas has borne the brunt of the Biden administration’s abject failure to secure the border and stop the deadly flow of fentanyl ravaging our communities," he stated. He expressed hope that this bill would help turn the tide on these issues by streamlining inspections and improving resources for CBP officers.
The bill addresses concerns raised by border law enforcement about workflow challenges at port of entry inspection booths. It proposes additional personnel trained to scan cargo more effectively, thereby enhancing law enforcement capabilities against drug smuggling.
Key components of the BEST Facilitation Act include establishing a five-year Image Technician Pilot Program and creating supervisory image technician positions within CBP. These technicians would receive specialized training in image analysis to improve accuracy in identifying contraband. The act also mandates annual assessments for these technicians and requires developing a workforce staffing model with reporting requirements.
Furthermore, it plans to launch five regional command centers at existing ports where image inspectors will operate. This initiative is supported by several organizations including the U.S. Travel Association, Border Trade Alliance, National Sheriffs Association, and National Association of Counties.
