On February 19, 2025, U.S. Senator John Cornyn addressed the Senate floor to express his concerns over what he perceives as infringements on Second Amendment rights by the Biden administration. He praised a recent Executive Order from President Trump and discussed plans to request the rescission of certain firearm regulations enacted under former President Biden's Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Cornyn criticized the ATF's rules established during Biden's presidency. He mentioned that in April 2022, a "ghost gun" rule targeted citizens building their own firearms. In January 2023, the ATF finalized a "pistol brace" rule, followed by an "engaged in the business" rule in April 2024.

Senator Cornyn emphasized his commitment to defending Second Amendment rights for Texans and highlighted his introduction of the Concealed Carry Reciprocity Act. This legislation aims to allow concealed carry privileges across states with similar laws.

Cornyn announced his intention to send a letter to the Deputy Director of the ATF, urging collaboration with President Trump to rescind these regulations. He expressed confidence that President Trump and Attorney General Pam Bondi would address these issues.

He concluded by expressing his eagerness to work with them on reforming the ATF to protect American citizens' Second Amendment rights.
