U.S. Senator Ted Cruz has introduced the Advancing Innovation and Maintenance through Headquarters for Instruction, Growth, and High-Tech Training (AIM HIGH) Act in Washington, D.C. This legislation aims to establish an Air Force Technical Training Center of Excellence at Sheppard Air Force Base in Wichita Falls, Texas. The center is intended to serve as a state-of-the-art training facility, placing Texas at the forefront of military and technical education.
Representative Ronny Jackson introduced similar legislation in the House of Representatives. Upon introducing the bill, Sen. Cruz stated, "America’s military strength depends on the skill and readiness of our servicemembers. Providing them with the best training centers and equipment is of the utmost importance." He emphasized that the AIM HIGH Act would ensure that Sheppard Air Force Base becomes a leading center for technological education.
Rep. Jackson highlighted Sheppard's significance by saying, "Sheppard Air Force Base is vital to the continued success of Texas’ Thirteenth Congressional District and the national security of our great nation." As a member of the House Armed Services Committee, he expressed his commitment to advocating for Sheppard's growth and emphasized creating new opportunities for future airmen through this initiative.
Previously, during the 118th Congress, Sen. Cruz had introduced similar legislation as a standalone bill in 2024 and as an amendment to the FY25 National Defense Authorization Act.
Sheppard Air Force Base hosts several key training programs including the largest technical training wing in the Air Force—the 82nd Training Wing—and also houses the Euro-NATO Joint Jet Pilot Training program headquarters. It trains over 65,000 airmen annually across various fields essential for maintaining air operations.
