The proclamation declares a disaster in numerous counties, including Andrews, Archer, Armstrong, Bailey, Bandera, Baylor, Bexar, Blanco, and many others. The Governor's decision is backed by Section 418.014 of the Texas Government Code.
Abbott authorizes the use of all available resources from state government and political subdivisions necessary to manage this disaster under Section 418.017 of the Texas Government Code.
