Sens. Cruz, Cornyn Introduce Legislation to Secure Mexican Compliance with Water Treaty

U.S. Sen. Ted Cruz and Sen. John Cornyn have introduced legislation aimed at ensuring Mexican compliance with the 1944 Treaty on Utilization of Waters of the Colorado, Tijuana, and Rio Grande Rivers. Sen. Cruz expressed his concerns about Mexico's failure to uphold its end of the bargain, stating that "Mexico has consistently failed to uphold its end of the bargain when it comes to supplying the U.S. with water." He emphasized the importance of the legislation in addressing acute water shortages across the Southwest, particularly in Texas.

Sen. Cornyn echoed these sentiments, highlighting the potential harm to Texas agriculture and the Amistad reservoir if the drought and harsh weather conditions persist. He emphasized the need for Mexico to deliver the water it owes to ensure the stability of farmers, ranchers, cities, and business owners in the Rio Grande Valley.

The Treaty on Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande is a crucial agreement between the U.S. and Mexico to ensure a predictable and reliable water supply to the Rio Grande Valley. However, Mexico's consistent failure to meet its obligations has led to significant water shortages and challenges for American farmers. Currently, Mexico owes the U.S. nearly 750,000 acre-feet of water, creating further urgency for diplomatic action.

The introduced legislation aims to direct the Secretary of State to fully support the International Boundary and Water Commission's efforts in pressuring Mexico to comply with its Treaty obligations. By utilizing diplomatic resources and capital, the U.S. seeks to ensure that Mexico fulfills its commitments and regularizes water deliveries to address the growing water shortages in the region.
