Passed bill authored by State Sen. Phil King seeks to authorize the Texas Military Department to negotiate the release or confirmation of the state’s reversionary interests in certain Palo Pinto County property, aiming to establish fair market value and resolve outstanding claims, according to the Texas Legislature website.

In the Senate, 11 Democrats and 20 Republicans voted in favor of the bill, with no opposition.

Meanwhile, in the House, 51 Democrats and 74 Republicans voted in favor, while one Democrat and seven Republicans voted against it.

Phil King introduced the bill in the Texas Senate on Monday, March 10, during the 89th regular legislative session.

King graduated from Dallas Baptist University in 1981 with a BA and again in 1993 from Texas A&M University School of Law with a JD.

King, a Republican, was elected to the Texas State Senate in 2023 to represent the state’s 10th Senate district, replacing previous state senator Beverly Powell.

According to the Texas Legislature, the bill’s official text was summarized as follows: ‘Relating to the authority of the Texas Military Department to negotiate the release of a reversionary interest and certain other interests of the state in certain property in Palo Pinto County owned by the Palo Pinto County Livestock Association’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill authorizes the Texas Military Department to negotiate the release of the state’s reversionary interest and other interests in certain property in Palo Pinto County, specifically property transferred by the state to the City of Mineral Wells as established by Senate Bill 197 of the 53rd Texas Legislature in 1953. The department is tasked with determining the fair market value of the property, as well as buildings and structures on the land, through independent appraisal or other reasonable means. The department will negotiate with the Palo Pinto County Livestock Association to either confirm that the state has received fair market consideration or to release the state’s interests in exchange for monetary compensation reflecting remaining value owed. The bill takes immediate effect if it secures a two-thirds majority vote in both legislative houses, otherwise, it becomes effective Sept. 1, 2025.

The bill received its final legislative approval on Friday, May 23, and was signed into law by Gov. Greg Abbott on Friday, June 20.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
