Passed bill authored by State Rep. Trey Martinez Fischer aims to form a task force to examine property value studies conducted by the Texas comptroller. Martinez Fischer’s legislation seeks to assess the effects and effectiveness of these studies and explore alternatives for determining taxable property values related to equitable public education funding, according to the Texas Legislature website.

In the House, 50 Democrats and 46 Republicans voted in favor of the bill, while five Democrats and 34 Republicans opposed it.

Meanwhile, in the Senate, 11 Democrats and 17 Republicans voted in favor, while three Republicans voted against it.

Trey Martinez Fischer introduced the bill in the Texas House on Monday, March 10, during the 89th regular legislative session.

Fischer graduated from University of Texas School of Law with a JD.

Fischer, a Democrat, was elected to the Texas State House in 2019 to represent the state’s 116th House district, replacing previous state representative Diana Arevalo.

According to the Texas Legislature, the bill’s official text was summarized as follows: ‘Relating to the creation of a study group to evaluate the school district property value study conducted by the comptroller of public accounts’.

In essence, the bill establishes the property value study task force to examine and provide recommendations on the property value study conducted by the Texas comptroller of public accounts. This nine-member task force, representing various stakeholders including taxpayers, appraisal districts, and local taxing units, will explore the effects and burdens of the study, evaluate its effectiveness, and consider alternative methods for determining taxable property values relevant to equitable public education funding. The task force can hold remote meetings and will operate until June 1, 2027, submitting a report with its findings and recommendations by Nov. 1, 2026. The bill will take effect immediately upon receiving two-thirds approval from each legislative house or on Sept. 1, 2025, if such approval is not granted.

The bill was co-authored by Rep. Giovanni Capriglione (Republican – District 98) and Rep. Morgan Meyer (Republican – District 108), along with two other authors.

The bill received its final legislative approval on Friday, May 30, and was filed without the Governor’s signature on Friday, June 20.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
