The Texas Department of Public Safety announced on May 8 that three individuals, including two confirmed gang members, were arrested following a high-speed pursuit and search warrant at a residence in El Paso County.

The incident began on May 4 when DPS Criminal Investigations Division Special Agents working with Operation Lone Star and DPS Troopers attempted to stop a stolen 2020 Ford Fusion near Vinton. The driver refused to stop, leading officers on a high-speed chase before the driver and passenger abandoned the vehicle near Zinn Road and Del Ava Drive. Both suspects fled on foot into the surrounding area.

With assistance from El Paso County Sheriff’s Deputies, law enforcement established a perimeter and apprehended the suspects at a nearby residence. The driver was identified as Jose Alonzo Zubia Jr., 27, of El Paso, and the passenger as Moises Guerrero, 44, also of El Paso. Both are confirmed Chuco Tango gang members. According to authorities, Zubia Jr. was out on bond for unauthorized use of a motor vehicle while Guerrero was out on parole for two prior felony drug convictions.

Further investigation led to the arrest of Charlene McCallister, 36, also from El Paso. Officers seized bags containing suspected fentanyl, cocaine, and methamphetamine at the property. Authorities determined that Zubia Jr. had broken into another residence nearby to steal clothing in an attempt to evade capture.

All three suspects have been booked into the El Paso County Detention Facility facing various felony charges. DPS said this case remains under investigation by its Criminal Investigations Division and no further information is available at this time.

“These arrests highlight DPS’ strong partnerships with our law enforcement partners to arrest criminal gang members and repeat offenders and make Texas communities safer.”

The Texas Department of Public Safety functions as a state-owned agency governed by the Public Safety Commission; it employs more than 11,000 personnel who operate over 5,000 vehicles across facilities statewide—including headquarters at Camp Mabry in Austin—and works to protect residents throughout Texas according to its official website.
