Governor Greg Abbott has announced that over $481 million in Teacher Incentive Allotment (TIA) funds have been distributed to more than 42,000 designated teachers across Texas for the 2024-25 school year.

“Teachers play a key role in the success of Texas students and our great state,” stated Governor Abbott. He emphasized that this merit pay is intended to help thousands of teachers from various regions of Texas receive well-deserved pay raises, potentially leading them toward six-figure salaries. Governor Abbott also mentioned plans for further investments in teacher compensation, aiming to provide permanent pay raises for experienced classroom educators.

Since its inception in 2019, TIA has awarded over $1 billion to highly effective teachers throughout Texas. The program aims to retain top educators by offering a clear path to higher earnings. School systems participating in TIA have reported improvements in recruitment and retention, especially those expanding their designation systems to include all teaching assignments such as fine arts, special education, and career and technology courses. An analysis by the Texas Education Agency (TEA) indicated that teachers with a TIA designation had a retention rate nine percentage points higher than their non-designated counterparts.

Teacher designations under TIA are determined using data from classroom observations and student academic growth outcomes. Designated teachers who continue teaching generate annual funding for compensation purposes. Districts can choose to include all teachers immediately or gradually expand eligible teaching assignments over time.

Historically, TIA designations were categorized into three groups: Recognized, Exemplary, and Master. With the introduction of House Bill 2, a new designation band called Acknowledged will be established, increasing eligibility for the allotment. The bill will also raise the allotment amounts for existing designation categories.
