In a Senate Commerce Committee hearing titled “Winning the AI Race: Strengthening U.S. Capabilities in Computing and Innovation,” Senator Ted Cruz (R-Texas) stressed the importance of maintaining American leadership in artificial intelligence (AI). Cruz highlighted AI’s potential to enhance quality of life, create jobs, and boost U.S. competitiveness on a global scale.
Senator Cruz proposed a regulatory framework for AI that mirrors the approach taken by Congress with the early internet. He criticized the European Union’s strict regulations, which he claims have hindered economic growth compared to the United States. “The country that leads in AI will shape the 21st century global order,” stated Cruz, emphasizing America’s need to outpace China in technological advancements.
Cruz announced plans to introduce legislation creating a regulatory sandbox for AI, aiming to eliminate barriers and prevent excessive state regulation. He argued this model would facilitate rapid growth within the U.S. AI supply chain, helping America compete with China’s significant investments in AI technology.
The senator also expressed concern over what he described as burdensome oversight imposed by the Biden administration on AI startups and developers. According to Cruz, these measures hinder innovation and compromise America’s ability to lead globally.
Praising recent actions by former President Trump’s administration, Cruz noted their decision to rescind an “AI Diffusion Rule” from Biden’s era, which he said would have restricted American companies’ ability to export AI technology internationally.
Cruz advocated for continued collaboration between Congress and the President, similar to efforts during President Clinton’s tenure with internet regulation. His forthcoming bill aims to support long-term growth and innovation in AI within the United States.
