Joint investigation leads to two arrests in Randall County

The Texas Department of Public Safety (DPS), in collaboration with Homeland Security Investigations (HSI) and the Texas Department of Licensing and Regulation (TDLR), conducted a joint investigation into human trafficking activities at three massage parlors in Randall County, Northwest Texas. This operation led to the arrest of two individuals.

Zhi Zhi Luna, aged 60 from Amarillo, was charged with aggravated promotion of prostitution, classified as a first-degree felony. Another individual, Zhen Li Parr, aged 56 also from Amarillo, faced charges for promotion of prostitution, which is considered a third-degree felony.

The investigation aimed to identify and disrupt operations linked to human trafficking and commercial sex trade that often masquerade as legitimate businesses. The arrests underscore DPS’ commitment to protecting vulnerable individuals and holding traffickers accountable while empowering communities with knowledge to recognize and report suspicious activities.
