Governor Greg Abbott has announced the signing of 1,155 bills into law and the vetoing of 28 bills from the 89th Regular Legislative Session. The Governor also revealed plans for a Special Session set to begin on Monday, July 21, along with an initial list of agenda items.
“Working with the Texas Legislature, we delivered results that will benefit Texans for generations to come,” stated Governor Abbott. He acknowledged the efforts of Lieutenant Governor Dan Patrick, Speaker Dustin Burrows, and members of both the Texas House and Senate in sending critical legislation to his desk. While he described this session as a success, he noted there is more work ahead.
All seven emergency items put forth by Governor Abbott were passed by the Texas Legislature and have been signed into law. These include property tax relief, generational investment in water, raising teacher pay, expanding career training opportunities, school choice initiatives, bail reform measures, and the creation of the Texas Cyber Command.
In addition to these achievements:
– Governor Abbott signed 1,155 bills.

– He signed both the 2026-2027 General Appropriations Act and a Supplemental Budget.
For the upcoming Special Session agenda, several vetoed or unsigned bills have been identified for further consideration:
– Senate Bill 3: Concerns regulation of hemp products including consumable hemp products and hemp-derived cannabinoids.
– Senate Bill 648: Pertains to recording requirements for certain real property instruments.
– Senate Bill 1253: Relates to impact and production fees for certain water projects; includes regulation of specific wells.
– Senate Bill 1278: Provides an affirmative defense to prosecution for victims of trafficking or compelling prostitution.
– Senate Bill 1758: Addresses operation regulations for cement kilns near semiconductor wafer manufacturing facilities.
– Senate Bill 2878: Focuses on practices and procedures related to proceedings in the judicial branch of state government.
