Governor Greg Abbott has amended and renewed a disaster proclamation initially issued on July 4, 2025. This action comes in response to the heavy rainfall and flooding that began on July 2, 2025, which caused significant damage and loss across multiple counties.
The proclamation declares a disaster in Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano, Mason, Maverick, McCulloch, Menard, Real, Reeves, San Saba, Schleicher Sutton Tom Green Travis Uvalde and Williamson Counties.
Governor Abbott stated: “Pursuant to Section 418.017 of the Texas Government Code I authorize the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with this disaster.”
Additionally: “Pursuant to Section 418.016 of the Texas Government Code any regulatory statute prescribing the procedures for conduct of state business or any order or rule of a state agency that would in any way prevent hinder or delay necessary action in coping with this disaster shall be suspended upon written approval of the Office of the Governor.”
Statutes affecting body transfers and those impacting emergency response procurement processes have been temporarily suspended. The governor emphasized that these measures aim to protect life and property during this declared disaster.
The proclamation will be filed with relevant authorities as per statutory requirements.
