Governor Greg Abbott convened a roundtable and press conference at the Texas Public Policy Foundation to address concerns over Texas’ bail system. He called for legislative action to prevent dangerous criminals from being released on bail.

“I’m here today to tackle a bipartisan, commonsense issue to fix the deadly and broken bail system that lets dangerous criminals back onto our streets,” said Governor Abbott. He emphasized that many Texans have been victims of violent crimes committed by individuals who were previously arrested and released on bail. Abbott urged lawmakers to pass a constitutional amendment as a solution.

The event was attended by several officials, including Senator Joan Huffman, Representative John Smithee, and various law enforcement leaders. Senator Huffman supported the proposed bills, stating they offer real solutions. She highlighted personal stories shared by families affected by such crimes, stressing the moral obligation of lawmakers to act.

Representative Smithee echoed these sentiments, emphasizing the potential life-saving impact of strong legislation. “If we pass good, strong legislation, it will save innocent human lives,” he stated.

Sheriff Brian Hawthorne expressed support from the Sheriffs’ Association of Texas for reforming the bail system. CLEAT Executive Director Bob Leonard criticized judges granting low bonds to violent offenders in urban counties and advocated for judicial transparency.

APA President Michael Bullock and SAPOA President Danny Diaz also voiced concerns about lenient judicial practices contributing to increased crime rates in their communities.

Survivor and advocate Sophia Strother Lewis shared her personal experience with the current bail system’s shortcomings. She challenged legislators not supporting reform to confront her directly about their stance.

Governor Abbott recounted a case from Representative James Talarico’s district where career criminals committed murder while out on multiple bonds. He called on Talarico to endorse stricter bail policies.

Abbott outlined his proposal for a constitutional amendment requiring judges to deny bail for violent crimes unless there is clear evidence that defendants pose no risk. Judges would need to justify decisions publicly when releasing violent offenders on easy bail, and prosecutors could appeal questionable bond decisions.

Earlier this year, in his State of the State Address, Governor Abbott identified bail reform as an emergency item for this legislative session.
