Governor Greg Abbott has announced the appointment of Sara Oates and the reappointment of David Shurtz and Kay Rankin-Swan to the Credit Union Commission. Their terms will expire on February 15, 2031. The Commission oversees the Credit Union Department, which regulates credit unions chartered under Texas law.
Sara Oates from Austin is the president of Total Appraisal Management & Review and a second-generation real estate appraiser. Her previous roles include serving on the Appraisal Management Companies Advisory Committee and the Texas Appraiser Licensing and Certification Board. She also volunteers with Westlake Business Incubator. Oates holds a Bachelor of Arts in Government from The University of Texas at Austin.
David Shurtz, based in Hudson Oaks, serves as chief risk officer and general counsel for EECU Credit Union in Fort Worth. He is affiliated with the State Bar of Texas and participates in volunteer activities with Junior Achievement and Cook Children’s Radiothon. Shurtz earned his Bachelor of Science from the University of Oklahoma and a Juris Doctor from Texas A&M University Law School.
Kay Rankin-Swan from Monahans works as chief of staff for the 143rd District Attorney’s Office. She is active within various organizations such as the Permian Chapter of Credit Unions, Cornerstone Credit Union League, Southwest Sandhills WSC board, Monahans Chamber of Commerce, Monahans Ambassadors, and Monahans Lions Club where she serves as treasurer. Swan’s educational background includes graduation from Southwest CUNA Management School.
These appointments await Senate confirmation.
