Governor Abbott has announced appointments to the Coastal Water Authority Board of Directors. Antonio Santana and Hannah Kaplan have been appointed with terms ending on April 1, 2027. Mark Sjolander has been reappointed for a term ending on April 1, 2026. The Authority, a district within Harris, Chambers, and Liberty Counties, manages water transport and delivery and oversees necessary infrastructure.
Antonio Santana from Mont Belvieu, currently serving as senior director in information technology at Xylem Inc., holds a Bachelor of Science in Computer Information Systems from the University of Phoenix and an Executive Master of Business Administration in Strategic Leadership from the University of Tennessee, Knoxville.
Hannah Kaplan hails from Houston and established Texas Sustainable Oysters in 2020, recognized as one of Texas’s first oyster mariculture farms. She previously chaired the Oyster Section of the Texas Aquaculture Association and is affiliated with the Gulf Shellfish Farmers Association and Oyster South. Kaplan earned a Bachelor of Arts in International Relations from Rollins College.
Jon “Mark” Sjolander from Dayton is the owner and president of Sjolander Resources and Development LLC. He leads the Liberty County Central Appraisal District Board of Directors and is involved with the Liberty County Farm Bureau and the Trinity Valley CCA Boards. He holds a Bachelor of Arts from Stephen F. Austin State University.
These appointments are pending Senate confirmation.
