The Wall Street Journal’s Editorial Board has praised Senator Ted Cruz and former President Donald Trump for achieving a significant legislative milestone by reinstating spectrum auction authority. This agreement, which is part of the Senate Commerce Committee’s section of the Senate budget reconciliation text, aims to balance national security interests with consumer demands. It is expected to generate an estimated $85 billion for American taxpayers and foster innovation in connectivity and artificial intelligence.

On June 5th, Senator Cruz released the Senate Commerce Committee’s portion of the Senate Republicans’ budget reconciliation bill. President Trump commended Cruz for negotiating a spectrum deal with Senators Roger Wicker and Tom Cotton. Industry leaders and policy institutions have recognized this directive as beneficial for American innovation, competitiveness, and consumer connectivity.

The Wall Street Journal noted that broadband spectrum had created a significant bottleneck in Congress. The expiration of the Federal Communications Commission’s (FCC) authority to sell government spectrum licenses in 2023 had delayed plans to expand broadband networks. However, discussions in Congress to renew this authority had stalled due to what was described as a lack of leadership by President Joe Biden.

Federal agencies have been reluctant to release their spectrum even when not using it effectively. The Defense Department has expressed concerns that private deployment in certain frequency bands could disrupt its systems, although the FCC disagrees.

Senator Cruz and Mr. Trump have been credited with navigating these competing interests. Their proposed deal would allow the FCC to auction 800 megahertz of spectrum through 2034, with 500 megahertz coming from government agencies within the 1.3 and 10.5 Gigahertz range, which is particularly useful for mobile providers.

The deal excludes two bands—3.1–3.45 GHz and 7.4–8.4 GHz—that the Defense Department claims could interfere with satellites and radar systems. Despite holding most government spectrum, Defense would still need to make some available for FCC auctions.

Republican Senators on the Armed Services Committee who previously opposed spectrum sales due to military interference concerns are now supporting the deal. As President Trump recently stated on social media: “Never bet against American ingenuity.”

Republican leaders anticipate that these auctions will generate $85 billion in revenue over ten years while providing broader economic benefits such as faster internet speeds and potentially lower data plan costs.

Increased spectrum availability is crucial for advancements like self-driving cars, which require immediate remote control capabilities to prevent collisions—a delay acceptable when streaming movies but potentially fatal on roads.

Additionally, more spectrum will support innovations in artificial intelligence and facilitate drones used for law enforcement, infrastructure inspection, and grocery delivery.
