U.S. Senator Ted Cruz (R-Texas), who chairs the Senate Foreign Relations Subcommittee on Africa and Global Health Policy, has introduced the Muslim Brotherhood Terrorist Designation Act of 2025. The bill aims to designate the Muslim Brotherhood as a terrorist organization.
Senator Cruz stated, “The Muslim Brotherhood is a terrorist organization, and it provides support to Muslim Brotherhood branches that are terrorist organizations. One of those branches is Hamas, which on October 7 committed the worst single-day massacre of Jews since the Holocaust, which included the murder and kidnapping of at least 53 Americans.”
Joining Senator Cruz in this legislative effort are Senators Tom Cotton (R-Ark.), John Boozman (R-Ark.), Rick Scott (R-Fla.), Ashley Moody (R-Fla.), and Dave McCormick (R-Pa.).
Senator Cotton remarked, “The Muslim Brotherhood preaches death to Israel, the United States, and other western governments. These are the statements of a terrorist group, and they should be labeled as such.”
Senator Boozman added that “The Muslim Brotherhood’s terrorist actions are well documented and deeply troubling.” He emphasized their historical support for groups like Hamas.
Senator Scott expressed concern over ties between the Muslim Brotherhood and extremist organizations like Hamas. He noted their connection with states such as Qatar and Turkey.
Senator Moody called for swift passage of what she described as “commonsense legislation” to declare the Muslim Brotherhood a foreign terrorist organization.
Companion legislation was also introduced in the House by Representative Mario Díaz-Balart (R-FL-26). Rep. Díaz-Balart said,“Today, I once again introduced legislation to designate the Muslim Brotherhood as a foreign terrorist organization.”
The bill receives backing from several organizations including FDD Action, Christians United for Israel Action Fund, AIPAC, and the Republican Jewish Coalition.
In previous years, Senator Cruz has consistently pushed for similar designations against the Muslim Brotherhood. Countries such as Austria, Bahrain, Egypt, Saudi Arabia, and UAE have already designated it as a terrorist group.
