U.S. Senator John Cornyn (R-TX) issued a statement on April 11, 2025, in support of President Donald Trump’s efforts to compel Mexico to fulfill its water delivery obligations to South Texas. Cornyn praised Trump for his “show of force and commitment” to reclaim water allegedly withheld by Mexico, in line with the 1944 Water Treaty.

The treaty requires Mexico to provide an average of 350,000-acre feet of water annually over a five-year period. However, as the current cycle approaches its end in October, Mexico has reportedly delivered less than 500,000 acre-feet of water, falling short of the treaty obligations. Cornyn criticized the Biden-Harris administration for not addressing the issue during its tenure.

Cornyn also highlighted ongoing collaboration with President Trump, Secretary of Agriculture Brooke Rollins, and Secretary of State Marco Rubio to ensure that Mexico meets its treaty obligations. He emphasized the necessity of “inflict[ing] maximum pain” and using all available diplomatic and economic measures to compel compliance.

Cornyn has previously taken steps in Congress to address these water issues, securing emergency assistance for affected farmers and urging accountability measures for Mexico. This commitment includes efforts that led to withholding designated funds from Mexico until it fulfills its part of the treaty, a measure included by the House Appropriations Committee in their funding bill.

Cornyn’s actions underscore his dedication to Texas farmers and ranchers, who face challenges due to water shortages impacting their ability to sustain agricultural operations.
