U.S. Senator John Cornyn, along with colleagues Senators Bill Cassidy, Michael Bennet, and Cory Booker, has introduced the Empower Charter School Educators to Lead Act. This bill aims to authorize existing federal funding to help states streamline the application process for opening new charter schools.
Senator Cornyn stated, “Charter schools are an important part of America’s education system, but the process to start one is often bogged down by red tape.” He emphasized that the legislation would make the application process more efficient for those interested in opening a charter school and provide parents with more educational choices for their children.
Dr. Cassidy highlighted the importance of teachers’ expertise in starting new charter schools: “This bill gives teachers the resources to create their own charter schools and continue to provide a better future for our children.”
Senator Bennet noted that while charter schools offer flexibility and innovative opportunities, they often face regulatory challenges. “This bill would ensure that charter schools can access federal grants and reach more families in underserved communities,” he said.
Senator Booker added, “Every child deserves access to a high-quality public education,” pointing out that this bipartisan legislation will help streamline the application process, making it more accessible for educators and nonprofits.
The companion legislation was led by Congresswomen Julia Letlow and Jill Tokuda in the House of Representatives.
The Empower Charter School Educators to Lead Act proposes several measures:
– Authorizing state entities receiving Federal Charter Schools Programs (CSP) grants to make pre-planning awards up to $100,000.
– Allowing these awards if led by educators with 4.5 years of experience who have developed an initial plan but not yet submitted a proposal.
– Permitting state entities to use up to 5% of grant funds for pre-planning awards.
– Raising caps on grant funds used for technical assistance from 7% to 10% and state administration from 3% to 5%.
– Clarifying that technical assistance may include facility location support.
The legislation is endorsed by organizations such as the National Alliance for Public Charter Schools and KIPP Public Schools.
