Governor Greg Abbott has appointed L’Oreal Stepney, P.E. as the Chair of the Texas Water Development Board (TWDB). The board is responsible for providing leadership, planning, financial, and technical assistance in the development of water resources for Texas.

Stepney, who resides in Pflugerville, has been a member of the TWDB since January 2023. Before her current role, she served as deputy executive director at the Texas Commission on Environmental Quality (TCEQ). Her previous responsibilities included serving as deputy director of the Office of Water where she managed water permitting, planning, availability, and supply programs. She holds credentials as a registered professional engineer and is a board member for the Mickey Leland Environmental Internship Program.

Her educational background includes participation in The University of Texas Governor’s Center Executive Development Program and the UT Center for Public Policy Dispute Resolution Fellows Program. She earned her Bachelor of Science in Aerospace Engineering and Master of Science in Civil Engineering from UT Austin.
